Bin Laden son-in-law detained overseas, brought to New York

(Reuters) - U.S. prosecutors unsealed an indictment against a son-in-law of Osama bin Laden on Thursday that charged him with conspiracy to kill Americans, after U.S. government sources said he was arrested overseas and brought to New York.

Suleiman Abu Ghaith, a militant who appeared in videos representing al Qaeda after the September 11 attacks in 2001, had initially been picked up in Turkey and was brought to the United States in an operation led by Jordanian authorities and the FBI, the sources said.

The Turkish government deported him to Jordan, the sources said, where local authorities and the FBI took custody of him. He was brought to the United States in the last few days, a law enforcement source said.

U.S. officials including Attorney General Eric Holder announced the indictment on Thursday, saying he would be arraigned on Friday at U.S. District Court in lower Manhattan, only blocks from the site of the World Trade Centre, which was destroyed in the September 11 attacks.

Abu Ghaith becomes one of the highest-ranking al Qaeda figures to be brought to the United States for civilian trial. When Holder previously announced plans to try defendants in the September 11 attacks in the same courthouse, he was forced to back down by public opposition, and the trials were moved to the U.S. military base at Guantanamo Bay, Cuba.

New York police were less concerned Abu Ghaith's case would present a security problem than they were about the trials of Khalid Sheikh Mohammed and four others charged with plotting the attacks, a law enforcement source said.

"It's not the same. It doesn't rise to that level," said the source, who is familiar with the department's views and spoke on condition of anonymity.

The indictment accused Abu Ghaith of acting in a conspiracy that "would and did murder United States nationals anywhere in the world," listing actions before and after September 11, 2001.

"Among other things, Abu Ghaith urged others to swear allegiance to bin Laden, spoke on behalf of and in support of al Qaeda's mission, and warned that attacks similar to those of September 11, 2001 would continue," the indictment said.

It cited a May 2001 gathering at a house in Kandahar, Afghanistan, alleging Abu Ghaith urged guests to swear allegiance to bin Laden, and it says bin Laden summoned Abu Ghaith on the evening of September 11, requesting his assistance.

Bin Laden and Abu Ghaith appeared together the next morning, when the defendant warned the United States and its allies that a "great army is gathering against you" and that "the nation of Islam" would do battle against "the Jews, the Christians and the Americans," the indictment alleges.

Tunisia arrests Ansar al Sharia member in connection with US Embassy assault

The Tunisian government arrested Bilel Chaouachi, a Salafist imam who has openly praised Osama bin Laden and Ayman al Zawahiri, earlier this week. Chaouachi was allegedly involved in the storming of the US Embassy in Tunis days after terrorists struck the US Consulate in Benghazi, Libya.
"Bilel Chaouachi is suspected of involvement in the September 14 events of the attack on the embassy and the American school, but before that there is another case pending against him for incitement to violence," Tunisian Interior Ministry spokesman Khaled Tarrouche explained, according to Kapitalis.
The 26-year-old Chaouachi has been cited as a theology "student" in various press accounts because he attended a theological graduate school in Tunis. But Magharebia.com identifies him as a "a member of the salafist Ansar al Sharia group."
The rabblerousing Chaouachi has garnered more influence in recent months, culminating in a shocking appearance on Ettounsiya TV shortly before his arrest.
Salafists have clashed with the Ennahda government in recent weeks, leading to an escalation in violence. Chaouachi was unapologetic, however, claiming that the government was at fault. He also stunned viewers by openly praising al Qaeda's leaders.
"We, the jihadist salafist movement with our scholars and theoreticians headed by Sheikh Osama bin Laden, may Allah have mercy on him, and Sheikh Ayman al-Zawahiri, may God protect him, say that this country is a land of preaching and not a land of war, even when it is not ruled according to Islamic law," Chaouachi said during his television appearance, according to Magharebia.com.
Tunisian officials maintain that Chaouachi's television appearance was not the reason for his arrest, with the Interior Ministry saying it was "a simple coincidence."
Chaouachi has advocated for jihad against Bashar al Assad's regime in Syria. "It is the duty of all Muslims to support the struggle of the Syrian people against despotism," the Associated Press quoted Chaouachi as saying earlier this year.
Chaouachi is not the only Ansar al Sharia member implicated in the storming of the US Embassy in Tunis.
The head of Ansar al Sharia Tunisia is Seifullah Ben Hassine (a.k.a. Abu Iyadh), who is also wanted in connection with the Sept. 14 assault. Hassine has longstanding ties to al Qaeda. In 2000, Hassine co-founded the Tunisian Combatant Group (TCG) "in coordination with" al Qaeda, according to the United Nations.
The TCG helped execute the Sept. 9, 2001 assassination of Northern Alliance leader Ahmed Shah Massoud, who was killed by two Tunisians pretending to be journalists. Massoud's assassination was an integral part of al Qaeda's Sept. 11, 2001 plot, as it removed an influential adversary from the battlefield before American-led forces set foot inside Afghanistan.
Hassine formed a fighting group in late 2001 that was dedicated to defending Osama bin Laden at the Battle of Tora Bora. And the TCG was connected to several significant terrorist plots in Europe, including a planned attack on the US Embassy in Rome. Al Qaeda's Zawahri calls for kidnap of Westerners

(Reuters) - Al Qaeda leader Ayman al-Zawahri has called on Muslims to kidnap Westerners, join Syria's rebellion and to ensure Egypt implements sharia, SITE Monitoring reported on Saturday, citing a two-part film posted on Islamist websites.

The Egypt-born cleric, who became al Qaeda leader last year after the death of Osama bin Laden, spoke in a message that lasted more than two hours.

"We are seeking, by the help of Allah, to capture others and to incite Muslims to capture the citizens of the countries that are fighting Muslims in order to release our captives," he said, praising the kidnapping of Warren Weinstein, a 71-year-old American aid worker in Pakistan last year.

Zawahri's message was first released on Wednesday, SITE said, just two weeks after the cleric issued a filmed statement calling for more protests against the United States over a California-made film mocking the Prophet Mohammad.

In his new message, he called on Muslims to ensure Egypt's revolution continued until sharia law was implemented and urged fellow Muslims to join the uprising against President Bashar al-Assad in Syria.

The release of his message had been delayed, he said, because of the "conditions of the fierce war" in Afghanistan and Pakistan where he said U.S.-led forces had intensified a bombing campaign.

U.S. President Barack Obama, whom Zawahri described as a "liar" and "one of the biggest supporters of Israel", has stepped up the use of unmanned drones to target militants in both countries as well as in Yemen.

"A LICENCE TO KILL"

In a further attack on Western governments and international institutions, Zawahri accused world powers of giving Syrian President Assad "a licence to kill" his opponents.

"The U.N., Kofi Annan and the Arab League give the al-Assad regime one opportunity after another to end the rising of jihadi, popular resistance against his oppression, injustice, corruption and spoiling," SITE reported Zawahri as saying.

Syria's anti-government rebels include Islamist groups that draw on foreign fighters.

"I incite Muslims everywhere, especially in the countries that are contiguous to Syria, to rise up to support their brothers in Syria with all what they can and not to spare anything that they can offer," he said.

Zawahri, who led the Egyptian Islamic Jihad movement before joining al Qaeda, called on President Mohamed Mursi, the country's new Islamist leader, to explain his policies on Israel, Egyptian Christians and sharia law.

Islamist militants want Egypt to introduce sharia and to tear up a 1979 peace treaty with Israel and were dismayed when Mursi said he would appoint a Coptic Christian vice president.

"The battle in Egypt is very clear. It is a battle between the secular minority that is allied with the church and that is leaning on the support of the army, who are made up by (former President Hosni) Mubarak and the Americans ... and the Muslim ummah (nation) in Egypt that is seeking to implement sharia," he said.

'Brigades of Osama bin Laden' forms in the West Bank



A new jihadist group calling itself the Brigades of Osama bin Laden has announced its formation, in a statement that was recently released on terrorist-linked web forums.




The Brigades of Osama bin Laden issued a statement, which was released on Aug. 10 by the Al Minbar Media Foundation and subsequently published on its Internet forum, according to the SITE Intelligence Group.
The statement was subsequently "posted on other jihadist forums such as Ansar al Mujahideen," but then "deleted by forum administrators," SITE noted.

"We give you tidings, our people in the beloved West Bank, just as we give tidings to all the people of tawhid [monotheism] all over the world, of the declaration of the formation of the Brigades of Osama bin Laden in the bank of [monotheism], the West Bank," the new jihadist group said, according to SITE.

The Brigades of Osama bin Laden said its focus is on Jerusalem and it was formed to "support the one religion [Islam] under the pure banner of righteousness that is not besmirched by any factional or sectarian or secular mark." It did not overtly threaten to attack Israel or the Palestinian Authority, which runs the West Bank.

"What pushed us to go through with this matter was your love and the love of Jerusalem, and before it, the reason to raise Allah's word, which has been absent from Jerusalem under polytheistic and secular shrines," the statement said.

The statement was signed "Your brothers in the Brigades of Osama bin Laden, may Allah have mercy on him." Bin Laden was al Qaeda's founder and emir who was killed during a US special operations raid on his hideout in Abbottabad, Pakistan.

The Brigades of Osama bin Laden is the latest jihadist group to form in the Palestinian Territories, and the first to announce its formation in the West Bank. Six other jihadist groups -- the Jaish al Islam, Jund Ansar Allah, Jaish al Ummah, Jaish al Mu'minun, Tawhid and Jihad Group in Jerusalem, and Masada al Mujahideen -- have formed over the past several years in Gaza. These groups have clashed with Hamas, the Muslim Brotherhood-affiliated terror group that rules Gaza and is supported by Iran and Syria. Across the border in the Egyptian Sinai, four jihadist groups -- al Qaeda in the Sinai Peninsula and its military arm, Ansar al Jihad, the Mujahideen Shura Council, and Jund al Sharia -- have all emerged since the Arab Spring. The terror groups have conducted attacks against Egyptian forces and a pipeline transporting natural gas to Israel. Just last week, one of these groups, likely with the help of one of the Gaza-based jihadist groups, attacked an Egyptian military base, killed 16 soldiers and seized two armored personnel carriers, and then attacked the Israeli border. One of the two APCs made it one mile inside Israeli territory before being destroyed by the Israeli Air Force [see LWJ report, 'Global jihadists' overrun Egyptian Army outpost on Israeli border].

Officials: Pakistani security forces capture key al Qaeda leader

Islamabad, Pakistan (CNN) -- Pakistani security forces arrested a key al Qaeda leader near the nation's border with Iran, military officials said Wednesday.

They arrested French national Naamen Maziche, who was in charge of some of the terror network's international operations, according to the Pakistani military officials. They did not want to be named because they are not authorized to talk to the media.

Maziche is a close aide of al Qaeda leader Younis Al Mauretani, the officials said.

Pakistani intelligence agents arrested Mauretani and three aides in September 2011. At the time of his arrest, Pakistani officials said he sought to attack targets in the United States, Europe and Australia.

Osama bin Laden had asked Mauretani to focus on hitting targets of economic importance in the U.S. such as oil pipelines, dams and oil tankers, Pakistani officials said at the time.

Mauretani told investigators Maziche was in Iran and possibly headed to Africa, the officials said.

The exact time and place of Maziche's arrest was unclear.

Al Qaeda-linked group claims responsibility for attack in Israel

A jihadist organization calling itself the Mujahideen Shura Council in the Environs of Jerusalem (MSC) has claimed responsibility for yesterday's cross border attack in Israel, according to the SITE Intel Group.
The attack was launched near a security fence that Israel is constructing along its border with Egypt's Sinai Peninsula. One Israeli civilian was killed after the attackers detonated an improvised explosive device and then opened fire on two vehicles carrying construction workers. At least two terrorists were killed during the raid.
In videos released by the Ibn Taymiyyah Media Center, MSC members stand in front of al Qaeda-style flags. And, in a statement, the MSC dedicated the attack to slain al Qaeda leader Osama bin Laden. "We present this blessed invasion ... to the soul of the lion of Islam, the reviver of jihad, and the raiser of the banner, Sheikh Mujahid Osama bin Muhammad bin Laden," the MSC says, according to a translation by SITE.

The MSC also dedicates the attack to "the Syrian Muslim jihadi people," to "all the mujahideen and their commanders and emirs in all the battlefields of jihad," and to the "Salafi Jihadi oppressed lions in the land of the Gaza glory."
The MSC repeats common jihadist talking points, saying it is waging jihad "to become a building block in the global project aiming for the return of the rightly-guided Caliphate and the institution of the pure Shariah."
The MSC identified the two fighters who led the raid in Israel as an Egyptian named Khalid Salah Abdul Hadi Jadullah (a.k.a. Abu Salah al Masri) and a Saudi named Adi Saleh Abdullah al Fudhayli al Hadhli (a.k.a Abu Hudhayfa al Hudhali).

The final part of the video contains recorded statements made by two individuals in armed uniform, one claiming to be an Egyptian and the other insinuating to be a Saudi.

“I am the living martyr by God’s will Abu Huthaifa al-Hathly from the Peninsula of Muhammad (PBUH). We shall leave shortly to undergo a double martyr operation on the border of Egypt with Occupied Palestine today Monday 28 Rajab 1433 coinciding 18-06-2012,” said one of the two armed men who – contrary to the same video - were recording unmasked.

The two reportedly opened fire towards a convoy of vehicles carrying Israeli construction workers to the place where they were building part of the vast border fence along the frontier, prompting Israeli troops in the area to fire back.

Initial reports said two of the gunmen were killed along with one of the Israeli construction workers.

The Israeli army confirmed that gunmen had opened fire on construction workers in the area of the border, but did not immediately confirm the toll.

“A terrorist squad opened gunfire and possibly also fired an anti-tank rocket at an area where (Israel) is constructing the border fence,” Israeli military spokesman Yoav Mordechai told Army Radio.

“Soldiers arrived on the scene and killed one terrorist,” he said.

Army Radio said that an Israeli workman was killed by the militants.

An Israeli military source confirmed one of the workmen, an Arab citizen of Israel, was killed by the gunmen.

In the most serious attack in the area since the Egyptian popular uprising, militants crossed over the Egyptian border and killed eight Israelis in August 2011.

On Saturday, at least two rockets were fired deep into southern Israel, causing no damage or casualties. It was not clear whether they were launched from Gaza or Sinai.

Overnight on Sunday, Israeli aircraft carried out a series of strikes in the Gaza Strip in response to rocket fire from the enclave. Medical sources in Gaza said seven people were wounded.

'We do jihad,' says Lashkar-e-Taiba emir Hafiz Saeed

During a Friday sermon in Lahore, Hafiz Mohammed Saeed, the emir of the al Qaeda-linked Lashkar-e-Taiba who is wanted by the US and protected by Pakistan, called on Muslims to wage jihad against America. Saeed's speech took place the same day a Pakistani intelligence official claimed that Saeed was involved in a de-radicalization program.

Saeed called on Pakistanis and Muslims to join with the Jamaat-ud-Dawa, a front for the Lashkar-e-Taiba, to fight the US to preserve Pakistan and Islam, AFP reported. Saeed gave the speech at the Jamia Markaz al-Qadsia, a mosque run by the Lashkar-e-Taiba. A collection box for donations for jihad was placed at the exits of the mosque. He was accompanied by armed guards who were "carrying weapons with silencers," the news agency reported.

"Come to us," Saeed said, calling on Muslims to join Lashkar-e-Taiba. "We will teach you the meaning of jihad.... The time to fight has come."

"This is the same jihad which caused the USSR to break [in Afghanistan] and now America is failing because of it. Analysts and journalists don't realise why America is failing, the only reason is jihad," he continued. According to the AFP report, he also accused the Western press of being biased against Muslims and jihad.

Saeed said the US targets Lashkar-e-Taiba/Jamaat-ud-Dawa because the group wages jihad and because the US fears Saeed. The US put out a $10 million bounty for information leading to Saeed's arrest and prosecution just days ago.

"There are many parties in Pakistan, but America has only sent a message to Jamaat-ud-Dawa, because we do jihad," Saeed said. "They [US] are even scared of my name."
Saeed also implied that his terror organization is involved in attacking US forces in Afghanistan.

"America should leave Pakistan and Afghanistan peacefully. Then, we will not come to you with guns but will instead invite you to Islam," he said. The Lashkar-e-Taiba is known to send fighters in Afghanistan to attack NATO and Afghan forces. In 2010, the US military noted that Lashkar-e-Taiba was working with the Taliban in Nangarhar province.

Saeed's inflammatory sermon was delivered the same day a Pakistani intelligence official and a police official both claimed that Saeed was involved with "de-radicalization and rehabilitation of former jihadis" in Pakistan's Punjab province.

"Jamaat-ud-Dawa were consulted, and they approved the de-radicalization plan. They assured us of their intellectual input and resource materials. They also offered teachers," a Punjab police official told Reuters.

Saeed's terror organization has been directly linked to numerous terror attacks in South Asia, including the November 2008 terror assault on the Indian city of Mumbai that resulted in the deaths of 165 people. The US and Indian governments have accused Saeed and other Lashkar-e-Taiba operatives and leaders of plotting, financing, and executing the Mumbai attack. A former adviser to President Obama on Afghanistan and Pakistan recently stated that evidence seized at Osama bin Laden's compound linked the slain al Qaeda emir to the Mumbai attack and Saeed. Saeed, who formed the Lashkar-e-Taiba at the behest of Abdullah Azzam, bin Laden's mentor and co-founder of al Qaeda, praised bin Laden after US Navy SEALs killed the al Qaeda emir at a compound in Abbottabad, Pakistan, in May 2011.

"Osama bin Laden was a great person who awakened the Muslim world..... Martyrdoms are not losses, but are a matter of pride for Muslims," Saeed proclaimed.

"Osama bin Laden has rendered great sacrifices for Islam and Muslims, and these will always be remembered," Saeed continued, as his followers chanted "Down with America" and "Down with Obama."

The Pakistani government has protected Saeed, despite his complicity in terror attacks. Saeed is favored not only by Pakistan's military and Inter-Services Intelligence Directorate, which provides Lashkar-e-Taiba with direct support, but also by a wide swath of Pakistani civil society. The Pakistani government has refused to arrest Saeed and has claimed the US and India have not provided evidence linking him to terror attacks.

American terrorist feels 'life may be endangered' by Shabaab

An American who quickly rose through the ranks in Shabaab, al Qaeda's affiliate in Somalia, now says he fears the terror group may kill him.
Omar Hammami, who is also known as Abu Mansour al Amriki ("the American"), released a short, 1:09-minute-long video in which he said he fears Shabaab may kill him due to differences with strategy and the implementation of Islamic law. Hammani's statement was posted by a jihadist known as "somalimuhajirwarrior," or "foreign Somali warrior," on a YouTube website earlier today, the SITE Intelligence Group reported.
"To whomever it may reach from the Muslims, from Abu Mansour al-Amriki, I record this message today because I feel that my life may be endangered by Harakat Shabaab al-Mujahideen due to some differences that occurred between us regarding matters of the Shariah [Islamic law] and matters of the strategy," according to a transcript of the statement that has been provided by the SITE Intelligence Group.



Hammami does not explain the reason for the dispute. Rumors have persisted of divisions in Shabaab over the influence of foreign fighters in the terror group. Shabaab officially merged with al Qaeda in early February after years of operating closely together.
Hammami may have been estranged from Shabaab for several months. SITE notes that Hammami's "last release, an English-language audio lecture titled, 'Lessons Learned,' released in October 2011, was not issued by the Shabaab's media arm, al-Kata'ib, nor did it appear on Shabaab-affiliated websites, but was instead posted by a member of the Ansar al-Mujahideen English Forum (AMEF)."
Hammami has served as a military commander, propagandist, "recruitment strategist, and financial manager" for Shabaab, and is closely linked to al Qaeda, according to the US government. Hammami is on the US's list of specially designated global terrorists.
In May 2011, Hammami spoke at a public rally with other top Shabaab leaders to eulogize Osama bin Laden just 10 days after the death of the al Qaeda leader. During the rally, Hammani appeared with other top al Qaeda-linked Shabaab leaders, including Sheikh Mukhtar Robow Abu Mansour and Sheikh Hassan Dahir Aweys.
"We are all Osama," Hammami told the crowd as he spoke at a podium. He also said that Shabaab and al Qaeda would continue their jihad to establish a global Islamic caliphate.
"Today, we remind the Muslims that the caliphate [Islamic rule] shall soon be reborn," Hammani said while eulogizing bin Laden. "May Allah accept our dear beloved sheikh [Osama bin Laden] and cause our swords to become instruments of his avenging."
Hammami has played a crucial role in Shabaab's propaganda efforts to recruit Western fighters to join Shabaab's jihad in Somalia. In December 2011 and January 2012, Hammami appeared in photographs with a Western fighter. The Long War Journal identified the fighter as Cabdulaahi Ahmed Faarax, an American who recruited for the terror group and left the US in October 2009 to wage jihad in Somalia. Faarax is wanted by the FBI.
Hammami was reported to have been killed in a US airstrike in March 2011, but one month later he released a nasheed, or song, that mocked the reports. In the clumsy rap, Hammami said he wanted to die in a US airstrike or special operations raid, like other top al Qaeda leaders such as Abu Laith al Libi, Saleh Ali Saleh Nabhan, and Abu Musab al Zarqawi.

A notorious Kuwaiti terrorist named Muhsin al Fadhli has reportedly taken over leadership of al Qaeda's network inside Iran. Sky News reports that al Fadhli assumed the top post in al Qaeda's Iran franchise after Yasin al Suri, who has headed the network for years, was placed under "protective custody" following his exposure by US authorities.

In July 2011, the US Treasury Department designated al Suri and several other al Qaeda operatives who use Iranian soil to move funds and recruits from Gulf countries to Pakistan, Afghanistan, and elsewhere. The Treasury Department said that this network operates as part of a "secret deal" between al Qaeda and the Iranian government. In December 2011, US authorities announced that they were offering a $10 million reward for information leading to al Suri's capture. It was this increased scrutiny, according to intelligence sources cited by Sky News, that led to al Suri's replacement.

Al Fadhli is an especially effective al Qaeda operative who was designated by the US Treasury Department in 2005. Al Fadhli "is considered an al Qaeda leader in the Gulf countries" and "fought alongside the Taliban and al Qaeda in Afghanistan where he served as a bodyguard and second-in-command for an al Qaeda leader," the Treasury Department explained at the time. Al Fadhli "also fought against Russian forces in Chechnya, where he trained in the use of firearms, antiaircraft guns and explosives."

Al Fadhli has long been an elite member of al Qaeda. In early September 2001, Treasury explained, he "possibly received forewarning that US interests would be struck." The Sept. 11 operation was compartmentalized and only select members of the network received advance notice.

Among other nefarious activities, al Fadhli has been a key money man for al Qaeda. According to the Treasury Department's press release in 2005, al Fadhli's "support for terrorism extends to Iraq where he is believed to be providing support to fighters against US and multinational forces and is considered a major facilitator connected to the brutal terrorist, Abu Musab al Zarqawi."

Al Fadhli even "requested that tapes be made showing evidence of successful attacks in Iraq" so that he could "solidify the support of key financial backers sponsoring attacks."

Al Fadhli's dossier does not end there. Even before he assisted al Qaeda in Iraq's efforts, al Fadhli was involved in both the Oct. 6, 2002 attack on the French ship MV Limburg and the Oct. 8, 2002 attack against US Marines stationed on Kuwait's Faylaka Island. One Marine was killed during the Faylaka Island shootout.

An al Qaeda operative named Muhammad al Hamati called al Fadhli "in the wake of the attack on the MV LIMBURG, informing him that the first operation on the French oil tanker had been completed," according to the Treasury Department.
An al Qaeda cell responsible for the 2009 plot against Camp Arifjan, a US military installation in Kuwait, also had ties to al Fadhli. That cell was broken up by Kuwaiti authorities before it could launch an attack.

Al Fadhli was a leader of the so-called "Peninsula Lions Brigade," a group of more than three dozen terrorists responsible for the Faylaka Island attack and other plots. He was tried in 2005, in absentia, along with other members of the brigade. In fact, al Fadhli has been tried, acquitted, and retried by Kuwaiti courts on various terrorism charges multiple times.

At one point, al Fadhli was sentenced to 10 years of hard labor in prison. In a separate case, according to a leaked State Department cable written in June 2005, al Fadhli was charged with involvement in al Qaeda's October 2000 USS Cole bombing. That attack was carried out by the same network that bombed the MV Limburg, with help from al Fadhli, two years later.

Although al Fadhli has long been wanted for his al Qaeda role, it is unclear how many charges he was ultimately convicted of in Kuwait. One leaked State Department cable notes "the difficulties in prosecuting Kuwaiti terror financier Muhsin al Fadhli as an example of the dangers inherent in a lack of proper terror finance legislation" inside Kuwait.

Al Fadhli's presence in Iran has long been known. The Arab Times reported in 2009 that Kuwaiti officials were interrogating an al Qaeda recruiter known as "MS" for his involvement in "luring ... youths to fight Jihad against the foreign forces in Afghanistan." The man known as MS reportedly told officials he had met with al Fadhli "several times" and that al Fadhli "lives along the Iran-Afghanistan border."

n Kuwait, al Fadhli was closely tied to Sulaiman Abu Gaith, who served for a time as Osama bin Laden's spokesman. Abu Gaith received safe haven inside Iran after the Sept. 11 attacks, but was placed under a loose form of house arrest in 2003. In 2010, the Iranians reportedly freed Abu Gaith from his lax confinement and he may have made his way to Pakistan. [See LWJ report, Osama bin Laden's spokesman freed by Iran.]

Kuwaiti and US authorities are not the only ones interested in detaining al Fadhli. Saudi authorities have long targeted him as well. The man Sky News named as al Fadhli's deputy inside Iran, Adel Radi Saker al Wahabi al Harbi, is among Saudi Arabia's most wanted suspected terrorists.
No "specific" details of terrorist plotting
Sky News cited anonymous intelligence officials who believe a terrorist plot involving al Fadhli and al Qaeda's network in Iran may be afoot. Al Qaeda's emir, Ayman al Zawahiri, is reportedly interested in launching a mass casualty attack as retaliation for the killing of Osama bin Laden. However, the details of this putative plot are sketchy.

"We do know that an operation is under way. We assess that the most likely target is to be European. And the most obvious target in Europe for an attack that would attract a lot of attention would be the Olympic Games," a source told Sky News. Iran is reportedly providing training in explosives, safe haven, and funding for the operatives involved.
A secret intelligence memo shown to Sky News reads: "Against the background of intensive co-operation over recent months between Iran and al Qaeda - with a view to conducting a joint attack against Western targets overseas... Iran has significantly stepped up its investment, maintenance and improvement of operational and intelligence ties with the al Qaeda leadership in Pakistan in recent months."

The memo adds that al Fadhli's deputy, al Harbi, "is considered an extremely dangerous field operative; he has fought in the Afghanistan and Pakistan theatres."
The intelligence sources cited by Sky News explained, however, that they lacked "specific" intelligence on al Qaeda's planning. It appears that the report is speculative when it comes to the details of the putative al Qaeda plot.
That said, Iran has provided safe haven to al Qaeda operatives known to be targeting the West. Members of an al Qaeda cell that was plotting Mumbai-style attacks on European cities are known to be currently living in Iran. [See LWJ report, Leaders of German al Qaeda cell living in Iran.]
Iran has provided assistance to al Qaeda in its operations before -- not just in Iraq and Afghanistan, but also elsewhere. As the 9/11 Commission and US courts have previously found, al Qaeda's 1998 embassy bombings in Kenya and Tanzania were modeled after Iran's and Hezbollah's operations in Lebanon in 1983 and 1984. While living in Sudan in the early 1990s, Osama bin Laden approached Iran and Hezbollah, asking for their assistance in executing attacks similar to the 1983 bombing of the US Marine Barracks which had led to the withdrawal of American forces from Lebanon.

Iran and Hezbollah agreed to help, providing training to al Qaeda operatives in camps in Lebanon and Iran. Among the trainees were al Qaeda members who would later plot the embassy bombings. [See LWJ report, DC court: Iran showed al Qaeda how to bomb embassies.]

Shabaab formally joins al Qaeda


Shabaab and al Qaeda have announced their formal merger, according to a video disseminated online today and translated by the SITE Intelligence group. In the video, Mukhtar Abu al Zubayr (a.k.a. Ahmed Abdi Aw Mohamed or Godane), the emir and cofounder of Shabaab, pledges his organization's allegiance to al Qaeda, and Ayman al Zawahiri, the emir of al Qaeda, accepts.

"O our beloved Emir, on behalf of my brothers in al Shabaab al Mujahideen Movement, commanders and soldiers, I say: We give allegiance to you to follow the Book of Allah and the Sunnah [traditions] of His Messenger, to listen and obey in good and bad, to have altruism and not dispute with people in their fields except when we see clear unbelief that is proven in the revelation from Allah as much as we can," Zubayr says in his address to Zawahiri, according to SITE's translation.

"Lead us on the path of martyrdom and jihad, on the steps drawn by our martyred Imam Usama [bin Laden]," Zubayr adds.

In his portion of the video, Zawahiri claims that the "jihadi movement is growing...despite the fiercest Crusader campaign in history launched by the West against Muslims." Zawahiri continues:
"Today, I have pleasing glad tidings for the Muslim Ummah that will please the believers and disturb the disbelievers, which is the joining of the Shabaab al Mujahideen Movement in Somalia to Qaedat al Jihad, to support the jihadi unity against the Zio[nist]-Crusader campaign and their assistants amongst the treacherous agent rulers who let the invading Crusader forces enter their countries."
The announcement is hardly surprising. Al Qaeda and Shabaab have long been closely linked. And Shabaab's leaders have repeatedly proclaimed their allegiance to al Qaeda.

During an interview in December 2011, Zubayr highlighted the role al Qaeda has played in Somalia since the 1993 Battle of Mogadishu. In 2010, according to an account published by Reuters, Zubayr signed a statement saying that Shabaab had "agreed to join the international jihad of al Qaeda."

Al Qaeda has praised Shabaab and its predecessor, the Islamic Courts Union, for years prior to accepting Shabaab into the fold. And for years al Qaeda has helped produce propaganda for the Islamic Courts and Shabaab, and has addressed the group in its own propaganda tapes. Osama bin Laden endorsed the Islamic Courts during a speech back in 2006.

"We will continue, God willing, to fight you and your allies everywhere, in Iraq and Afghanistan and
in Somalia and Sudan until we waste all your money and kill your men and you will return to your country in defeat as we defeated you before in Somalia," bin Laden said. Al Qaeda leaders Ayman al Zawahiri and Abu Yahya al Libi have also directly addressed Shabaab and voiced their support for the terror group's activities.

During the summer of 2008, Shabaab sought to formally join al Qaeda. By the end of that year, al Qaeda had indicated that it had all but formally accepted Shabaab as its official affiliate in East Africa.

In September of 2008, Shabaab formally reached out to al Qaeda's senior leadership in an effort to better integrate with the network and its strategic nodes across Africa and the Middle East. The effort came in the form of a 24-minute video that featured Saleh ali Saleh Nabhan, a dual-hatted al Qaeda and Shabaab leader.

In the tape, Nabhan declared an oath of bayat (loyalty) on behalf of Shabaab to bin Laden and al Qaeda and encouraged fighters to train in Shabaab-run camps and participate in the fight against the transitional federal government, Ethiopian forces, and African Union peacekeepers. A public response to Shabaab's declaration came two months later, on Nov. 19, 2008, when al Qaeda operations chief Ayman al-Zawahiri acknowledged the group in a propaganda video by calling them "my brothers, the lions of Islam in Somalia."

"[R]ejoice in victory and conquest," Zawahiri said, in an official transcript acquired by The Long War Journal, "and hold tightly to the truth for which you have given your lives, and don't put down your weapons before the Mujahid state of Islam and Tawheed [oneness with god] has been set up in Somalia."
Despite the close ties between the two terror groups, al Qaeda's senior leadership "instructed Shabaab to maintain a low profile on al Qaeda links," a senior US intelligence official who closely follows al Qaeda and Shabaab in East Africa told The Long War Journal in August 2010. The official, who requested anonymity due to the sensitivity of the subject, said the information was passed between the top leadership of both groups.
"Al Qaeda has accepted Shabaab into the fold, and any additional statements would only serve to draw international scrutiny," the intelligence official said.

Philippine military kills wanted Jemaah Islamiyah, Abu Sayyaf operatives in airstrike

The Philippine Air Force force killed a senior Jemaah Islamiyah leader, a top Abu Sayyaf Group commander, and 13 others, including a wanted Singaporean terrorist, during an airstrike in Sulu province.

Zulkifli bin Hir, one of the most wanted leaders of the al Qaeda-linked Jemaah Islamiyah; Umbra Jumdail, a senior Abu Sayyaf commander, and his son Teng; and Muhamad Ali, another wanted JI operative, were all killed in the early morning today in an airstrike, according to the country's top military commander.

Chief of Staff General Jessie Dellosa said the 3 a.m. airstrike targeted a camp in the village of Duyan Kabaw in Parang in the southern province of Sulu. Dellosa expressed certainty that the terrorist leaders had been killed even though the military was not in possession of the dead bodies.
"I am sure because I will not easily issue a statement here," he said, according to Inquirer News. "We have intelligence people and locals in the area."

A military spokesman said the strike, which was carried out by two OV-10 Broncos, light military attack aircraft used in counterinsurgency operations, was the result of months of intelligence gathering. Several 500-pound bombs were dropped on the terrorists' camp. No civilians were reported to have been killed in the strike.

The operation was "based on a thorough, well-executed plan and months of continuous monitoring and surveillance of JI and ASG personalities," Colonel Arnulfo Marcelo Burgos Jr., a military spokesman, said during a briefing, Inquirer News reported. In early January, a senior general disclosed that the military was engaged in operations in Sulu hunting for Hir; Muhamad Ali; Qayim and Sa'ad, two Indonesians; and Amin Baco, who is thought to be a Malaysian national.

Although no US involvement in the strike has been reported, US Special Forces are based in the Philippines to aid the government and military in their fight against the al Qaeda-linked groups and to assist in humanitarian efforts. The Philippine constitution prohibits US troops from engaging in combat operations in the country.

Zulkifli bin Hir, a Malaysian national known as "Marwan," is wanted by the US government, which has a $5 million reward out for information leading to his capture. Hir is "an engineer trained in the United States" and "is believed to be the head of the Kumpulun Mujahidin Malaysia (KMM) terrorist organization and a member of Jemaah Islamiyah's central command," according to the US State Department's Rewards for Justice website. He is believed to have been sheltering in the Philippines since 2003 and has served as a bomb maker for the Abu Sayyaf Group.

Umbra Jumdail, a senior Abu Sayyaf Group commander who is also known as Doc Abu, is wanted by both the US government, which has offered a $140,000 reward for information leading to his capture, and the Philippine government. He has been involved in numerous kidnappings and assassinations.

Muhamad Ali, a Singaporean national also known as Mauwiya Anjala, is a Jemaah Islamiyah leader who is also wanted by the US, which has offered a $50,000 reward for information leading to his capture.

Jemaah Islamiyah is an Islamist terrorist group that seeks to establish a pan-Islamic state across Southeast Asia. Jemaah Islamiyah is most active in Indonesia and the Philippines, but also conducts operations in Thailand, Singapore, and Malaysia. The terror group is al Qaeda's regional affiliate in Southeast Asia and its operatives have been responsible for devastating attacks in the region, including the 2002 and 2005 Bali bombings, the 2004 suicide car bombing outside the Australian Embassy in Jakarta, the August 2003 car bombing of the JW Marriott hotel in Jakarta, and a series of bombings in Manila.

The terror group has suffered major setbacks inside Indonesia, with many of its top leaders killed or captured over the past several years. Among them are Dulmatin, a top leader and military commander (killed in 2010); and Noordin Mohammed Top, a senior leader, recruiter, strategist, and fundraiser (killed in 2009). Umar Patek, a top JI leader, was captured in March 2010 in Abbottabad, Pakistan, just months before al Qaeda emir Osama bin Laden was killed in the same city in a US special operations raid. Abu Bakir Bashir, the terror group's founder, is currently in prison for founding, financing, and supporting al Qaeda in Aceh.

The Abu Sayyaf Group is a Philippines-based terrorist and criminal gang formed by fighters who returned from the Afghan jihad against the Soviet Union. The group was funded and financed by Mohammed Jamal Khalifa, one of Osama bin Laden's brother-in-laws, according to Khaddafy Janjalani, the leader of Abu Sayyaf before he was killed in 2006. Khalifa, an al Qaeda financier and facilitator, was killed by US special operations forces in Madagascar in 2006.

Rockets hit Pakistan military academy in Abbottabad

PESHAWAR: Unknown assailants on Friday fired nine rockets at Pakistan’s premier military academy near the compound where Osama bin Laden was killed, damaging the outer wall, officials said.

“Nine rockets were fired. Three rockets hit the boundary wall of the military academy and damaged it.

No one was hurt in the attack,” Imtiaz Hussain Shah, a top local government official in Abbottabad told AFP.

“We have launched a search operation,” Shah added.

The six other rockets landed in open fields near the outer wall, he said.

It was not immediately clear who was responsible for the attack.

Senior al Qaeda leader killed in recent drone strike: report

A senior al Qaeda operative who served as an aide to al Qaeda's external operations chief was killed in a drone strike last week, according to US officials. The report has not been confirmed.

A senior al Qaeda operative who served as an aide to al Qaeda's external operations chief was killed in a drone strike last week, according to US officials. The report has not been confirmed.

Aslam Awan, a deputy to the leader of al Qaeda's external operations network, was killed in the Jan. 11 airstrike in Miramshah, the main town in Pakistan's Taliban-controlled tribal agency of North Waziristan, US officials told Reuters. The external operations network is a branch of al Qaeda's military council that is tasked with striking in the US, Europe, and areas outside of South Asia.

Awan is a Pakistani citizen who is also known as Abdullah Khorasani, US officials told Reuters. He is from Abbottabad, the same Pakistani city where Osama bin Laden was killed in May 2011 by US special operations forces. US officials did not disclose why they believe Awan was killed, and al Qaeda has not released a statement confirming his death.

The Jan. 11 strike targeted a compound on the outskirts of Miramshah; four "militants," including three "Arabs," were said to have been killed in the strike. The identity of the Arabs has not been disclosed. That strike ended a 55-day-long pause, the longest lull in strikes since the US ramped up attacks in Pakistan's tribal areas in August 2008.

The drone strikes had been put on hold after a clash between US and Pakistani forces along the Afghan border resulted in the deaths of 24 Pakistani troops. US officials told The Long War Journal on Dec. 12, however, that they would strike if a top-level al Qaeda leader was spotted.

The Jan. 11 strike was followed by another on Jan. 12, also near Miramshah, in which six more "militants," including "foreigners," a term used to describe Arab members of al Qaeda and Central Asian terrorists, were thought to have been killed. Pakistani intelligence officials said that Hakeemullah Mehsud, the leader of Movement of the Taliban in Pakistan, was killed in that strike, but offered little evidence to back up the claim. The Taliban have denied the reports.

Reuters said Awan was "a significant figure" in what US officials described as "the remaining core leadership of al Qaeda" based in Pakistan's tribal areas. Awan's boss, the external operations chief, has not been named but is said to be known by the CIA.

US officials have previously claimed that only two significant al Qaeda leaders - Ayman al Zawahiri, the emir, and Abu Yahya al Libi, a top leader - remain in Pakistan. But US intelligence officials who have spoken to The Long War Journal have said this analysis is deeply flawed, as al Qaeda has leveraged members of allied terror groups to fill leadership positions, and the terror group operates throughout Pakistan, not just in the tribal areas of North and South Waziristan where the drones are active.
